For example, many bands use it to let fans legally share their music non-commercially, while still being able to charge companies for commercial use.
It's really easy to add a CC licence, just pick the one you want from the official site and add it to your work:
You can add CC licences to almost anything, including text, music, video etc.

tl/dr: Article 13 would mean YouTube-style content filters on the whole internet.
We already know how badly those work on YT, and we also know that only giants like Google would have the resources to run them. All our uploaded data would be under the control of such giants.
